Stain appeared on bathroom wall. Is it a leak?

A water stain about 15cm x 10cm has appeared on the wall of the ensuite bathroom in my 8th floor flat, just above the skirting on an internal stud wall, overnight I think. It's wet to the touch. There is a heated towel rail on the same wall and I'm guessing the pipes run inside the wall/skirting, or under the floor (not sure which). There is a toilet on the adjacent wall and the floor is tiled. Do you think this is a leak (rather than condensation, damp or whatever) and, if so, does it require a plumber? Thanks, Jules
