Mixture of tile and concrete kitchen floor

Hi there I'd like some advice on how to go about fitting new flooring. After moving into an old victorian terraced house and removing the carpet from the kitchen floor (galley style kitchen), we found that there used to be quarry floor tiles (15cm x 15cm). However about a 3rd of the kitchen floor has what looks like concrete smeared over the top so the floor is uneven with some areas being at least 2cm higher than the tiles. What is the best/easiest/cheapest option to level the floor being installing new flooring? Do we just pour levelling compound over all the tiles and concrete area and then tile on top of that? Or must the existing tiles/concrete be removed first? Many thanks

In my opinion the first thing to do would be to test the subfloor for moisture, anything over 75% Residual humidity (RH) would require a chemical damp proof membrane. Next step and assuming that the subfloor is dry would be to remove any loose, prime and latex with a suitable smoothing compound. Your finished floorcovering could then be installed on top of the new screed. It probably sounds a bigger job than it is, its actually quite routine. Hope this helps.
