Missing paperwork on new boiler installation at tenanted property / some radiators not working

I had a boiler installed on finance but paperwork seems to be missing and some of the radiators are not working. The company that arranged the installtion admitted there is error on thier side and they do not have copy of documents, and the engineer they hired to carry out installation they no longer use them. The company arranged for another engineer to inspect the boiler and radiators. The engineer recommend that a power flush should be carried out, as sludge is causing heating issues, and providing radiators work ok after an power flush had been carried out he would be able to issue cp12, this would replace gas safety certificate, complete new benchmark, also do the LA / gas safe notification. This sounds reasonable but only issue the company wants me to pay £399 for the power flush, as quote for new boiler only included an chemical flush and not power flush. I told them there is no evidence to suggest chemical flush was done, and the company is responsible for the situation we are in and that they should sort it out without me having pay for anything. Their response was that when their engineer inspected the boiler he took sample of water from one of the radiators and this shows chemical flush was done. I repeated as there is no paperwork to prove that i m not convinced it was done. Do the radiators need to be in good working order in order to get pass gas safety certificate. Any suggestion. advice on how i should move forward would be appreciated. Many thanks

Beware as an old dinosaur I have heard this mention so many time you need a power flush when its the lack of experience that this is mentioned ,In my experiance its rare for a lack ,of circulation is caused by sludge .When on many occasions the system needs balancing that is restricting the flow on the return side of the radiator also pump issues can cause poor circulation or badly run pipework trapping air ,What you can try is shut down all the radiators valves on the rads that do work and see how the cold radiators perform. As for the benchmark being completed by other after the boiler been installed .They are taking a risk that the boiler has been installed to manufacturer instructions .I personally would appoint another company or individual to undertake a gas safety certificate for your peace of mind that the boiler has been installed correctly. Hallo asalique. You are absolutely right. Boiler manufacturers, nowadays, emphasise the practice of power flush during the boiler installation, this is not a mandatory practice, but if the power flush was not done, that could invalidate your warrantie. The company or the Engeneer should know that and advise you previously. To made a proper power flush it takes about all day, depends on system size. And that's a fair price for a system with about 15 rads. There are no chemicals that can prove that a power flush was done, as they should be flushed away, the are chemicals which are add at the end of the power flush, or chemical flush. That's call hynibitor, and it prevent the system to be corroded from the inside any further, but all the sludge, or debris already into the system will circulate through the pipes, rads, valves, and specially the heat exchanger. Unfortunately customers, don't know all this, and decent company should explain the options prior to works, but that's of course will increase the cost on the initial estimate, with the risk to loose the customer.
