Can you wallpaper over lining paper and paint?

I'm thinking of putting up some wallpaper on one wall in my bedroom and there is lining paper and paint already up. Do I need to strip it all down then put more lining paper on or can I just stick the wallpaper over the top? Also in the hall, stairs and landing there's this old fashioned wallpaper and I'm not sure what its called as it's all bumpy, but not like air holes, it's part of the 'pattern' or texture. Is this easily removable? If so, do you strip it just like normal wallpaper? Also, does anyone know what paint you can use to paint a mantle piece? Can it be the Satin paint, or would it be better to get furniture paint? Thanks in advance for your advice.
