Can you wallpaper over lining paper and paint?

I'm thinking of putting up some wallpaper on one wall in my bedroom and there is lining paper and paint already up. Do I need to strip it all down then put more lining paper on or can I just stick the wallpaper over the top? Also in the hall, stairs and landing there's this old fashioned wallpaper and I'm not sure what its called as it's all bumpy, but not like air holes, it's part of the 'pattern' or texture. Is this easily removable? If so, do you strip it just like normal wallpaper? Also, does anyone know what paint you can use to paint a mantle piece? Can it be the Satin paint, or would it be better to get furniture paint? Thanks in advance for your advice.

Hi As long as the lining paper has been hung or cross lined properly and had no open joins you should be ok

should be fine if they our no open joins and all is flat. go for it

For best results I would advise removing the old paper, prepare the wall (ie fill defects and rub down) Re line the wall horizontally and read the intsruction on the back of the new wall paper because some papers require different pasts. The paper in the Hall, stairs and landing sounds like it is wood chip paper which usally is used to cover bad walls, so againg strip this off and fill/rub down and re line. You can use satin on a mantle piece it is fine but, if the wood is bear then it will require priming first and if it is stained then you will need to use using Zinsser Bullseye 123 as a base coat.
