Considerations for putting in a sliding door, small balcony & stairs from 1st floor flat

Hi We have just bought a 1st floor flat in Manor Park, East London, E12. It is a victorian conversion and own half of the back garden but there is no existing access. We would like to put in a sliding door on the left of the back wall, possibly integrate a window which is in the centre, with a small balcony leading to stairs into the garden. It's early days and we probably can't do it until next spring but I wondered what I need to consider. Do we need planning permission? Does an Architect need to do drawings? A rough idea of what a job like this would cost so we can work out when we might be able to afford to do it! Any advice gratefully received, will be posting the job on here to find a tradesman to do it when we are ready.
