Laying floorboards on vinyl flooring, on concrete!

Hi there, I'm helping my father redo the TV room of our family home and we want to lay floorboards as a finished floor. We have taken up the carpet and underneath is a layer of vinyl flooring, and underneath the vinyl is concrete. We were hoping to keep the vinyl as a protective layer (we've seen no signs of condensation or moisture so far) and add a sheet of something (maybe aluminium foil) for warmth in the winter. On top of that we want to lay the floorboards. How should we go about doing this?
Are you a tradesperson and able to answer this question?

put down a waterproof underlay as used for laminate, and lay the tongue and groove boards over the top, just like a thick laminate

You can put a laminate semi solid our solid floor on that with just underlay our a thermal underlay our you could do a floating floor which is on timber battens ,with using timber battens depending on the size of the battens you could put a much thicker insulation in be rockwool are kingspan , if you used kingspan the battens would only need to be 50 millameters. 50 mill of kings span =200 mill of rockwool its more expensive but has a much better termal value per mill and you dont need to have battens 4 times as big hope this has helped thanks ken o flynn
