Should chimney have two DPC trays?

A builder came to inspect my leaking roof. He said that there should really be two DPC trays in the chimney because part of the current one is inside the roof - the tray goes from inside the roof to the outside chimney wall. He would put another tray above the current one. He has me a little worried and I wonder if I should have him take down the top of the chimney to fit the additional tray. Help appreciated.

I would suggest part of the Chimney is lowered,to a good part of the tray liner ,about 4/5 inches above the roof liner,install DPC liner,this should have weep holes ,we usually lay a peice of old rope hanging loose then insert iner liner on cement base build up the chimney the recognised height then pull out the rope which creates weep holes above chimney tray,then tap up the lead flashing.
