How can I fix a ceiling hole where the previous skim goes from 2mm to 9mm?

After cutting out water damaged plasterboard I'm left with a hole 1170mm x 1200mm. At one end the skim on the board next to the hole is about 2mm but at the other end it is a whopping 9mm. This looks to have been done to get around a problem where the underside of a joist was not level and so the plasterboard ended up not being level. After I have put a new plasterboard what do I use to even out the gap?
