toilet won't even clear a sheet of paper

Hi, to look at my toilet looks fine but there is a smell of sewage that comes and goes and also the bowl will not clear. Even two sheets of paper can take up to four flushes. I have tried everything spirit salts, caustic soda and I am forever bleaching and I don't allow anything else to be flushed down there that shouldn't. I even got a plumber to fit a new cistern as I thought that might be the problem but nothing helps. I live in a house split into flats, would that have anything to do with it.

Hi, if the flush looks strong then you have a partial blockage to the wc pan outlet . It could be a number of things from a incorrectly fitted pan connector to solids trapped in the soil pipe. If the flush looks poor ie the water swirls around in the pan. This could be a blockage in the flushing rim causing a poor cascade of water.I am assuming the cistern has been correctly set up. get a good plumber to check pan connection to soil pipe.if cistern has external overflow check to see if its been connected directly to soil pipe which will cause smells from the soil pipe .Common with cowboy plumbers
