Outside Render on Garden Terraces

I'm having problems with crumbling cement render on sides of concrete garden terraces. I live in the South so not particularly extreme winter temperatures. I've had to get this work re-done 4 times in 11 years (using different tradesmen). Is this reasonable? Many thanks 06/06/15 Thanks for your reply WJP Brickwork

Hi I'm wesley. It could be down to too little of waterproofer in mix as soon as water gets behind the render eventually the frost will get to it then it will start to deteriorate could also be not gauging correct ratios of sand and cement to mix
