New extension- skirting boards now have a gap between them and flooring in bedroom!

We had an extension built 2013-2014. In our bedroom we had laminate flooring put down and then 7" torus skirting fitted which at the time sat on the floor. We now have a good 1/2 to 3/4 inch gap in places. Is this due to settlement of the extension? Should this be happening? Any help appreciated.there are cracks in the plaster everywhere but mainly in what was the external wall which is now inside the bedroom. The whole structure was soaked as the builders left the roof off with no covering for approximately 3 months!! Through oct Nov Dec of 2013! Very wet months that year. 😭😭

in theory if settlement everything would move together,for 3/4 inch gaps to appear settlement would show cracks in brickwork and plaster,sounds like floor joice were saturated,wet,when installed and maybe your skirts to espeicialy if materials were on job for a long time before being installed,look for cracks in plaster etc
