Top coat only or should I just knock it all?

Hi, the front of my house has developed terrible cracks in the paint. When scrapped the flakes are taking a very thin layer of render. Some come loose without any render The render is absolutely solid and damp free. The paint is wrong. The colour is changed and is peeling off everywhere. Some kind of reaction? In any case I would like to know if can just scrappe all the paint and give only a top coat. I did a 6 month part time plastering course years ago and I have done extensive work at my own and friends and family houses, so technical and practical aspects don't worry Mereworth that if I use only a masonry filler like toupret to repair cracks and holes the same problem will reappear. Thanks

Yes I would scrape all the flaking paint and loose render and I would recommend using Webber OCR it's a one coat render. Apply a coat of SBR firstly tho.

To keep costs down, pressure clean the loose paint, fill with fat hog from Johnstones paint, then stabalise, prime and topcoat pliolite paint has excellent adhesion
