Which tradesman do I get to tell mef the cracks are a problem?

I have cracking above the windows in two of the upstairs room - full length of the wall and a bit down either side of the windows. We had a survey done when we bought five years ago and were told it is not subsidence. We would like to get it fixed but do not know who to ask to investigate it before its replastered. My ajoining neighbour has the same cracks. The plasterwork in the whole building is frankly pants - fine cracks everywhere. Built in 1970.

To be brutally honest,something structural is moving, Even if it is just the head above the windows, The fact that you and your neighbour have the same problem proves this, If the top of you windows have an external brickwork head ( I.E the bit above the the top of the window it could be this causing this )
