Leaking Bath waste pipe?

Upstairs neighbours flat bath is leaking via a waste pipe which is under floor board / behind walls. This waste pipe is leaking water down to my kitchen ceiling every time the bath is used. The flat belongs to a neighbour upstairs and is contracted out to lettings company. The tenants have recently been evicted. The bath has been replaced with a new one however leaking is still happening. There are 3 floors, my flat is on the ground floor, upstairs neighbour on the 1st floor. I got 2nd floor neighbour directly above ours to run her bathroom and after a few minutes, I can also hear dripping noises above my kitchen ceiling and water is running down the waste pipe. I believe that the waste pipe is leaking at the junction which explains why I hear dripping noises after a few minutes. If the bath tap is run in the 1st floor upstairs flat, the dripping noise on my kitchen ceiling is every 2 seconds. I need to know if its definitely the bath waste pipe from upstairs that is loose/faulty and also a quote on how much it will cost repairing. Thank you very much everyone for your help and advice.

If the bath tap is run for a bath and the plug is in then the leak is not from the waste. However, as most people shower nowadays, it is more than likely the wastepipe leaking as it only occurs when water is run. If it were a mains (hot/cold) pipe leak, it would be constant. If the pipes are accessible then it is a relatively straight forward job. However, if they are hidden/buried into the wall then some detective work is necassary. If they have a tiled bathroom floor and the leak is coming from under there then it will be more expensive to fix.
