Best way to deal with damaged plaster

Hi - I have three rooms in a small flat where the plaster has blown in various places and in others is scratched, cracked or slightly uneven. However, most of it is in a decent condition. What is the best and most cost effective way for me to bring this up to a decent condition to be painted on? I cannot afford to reskim the entire area, so would hiring a professional to spot repair blown plaster with new plaster, and open and fill cracks with a product like Easi-fill be good enough? It could be an option but it depends on how many blown patches and how big they are. It is often quicker and a better finish to just reskim a whole wall rather than blending in several patches.

A good plasterer can repair blown sections. But i would make sure that he/she seals where its blown to prevent further damage. I would imagine it would be quicker and easier for the plasterer fill cracks and scratches as he/she will have some plaster in the bucket left over. But I would look into why your getting cracks in the walls anyway.
