Cost involved in bricking up plastered over bathroom window

Hello, I am in the process of buying a new house. On our last visit, we worked out that the owners had plastered and tiled over an existing bathroom window, rather than removing the window and bricking it up. They installed a shower where that plastered over window is, and it looks from the outside that the shower may be leaking, the water hitting the window lintel, as white efflorescence is evident from underneath the window-sil of the plastered over window. We are not happy to leave the window like that, and would need to remove the tiles, plaster board and window, fix the shower leak, brick up the window, then put it all back together again. Can anyone advise as to what sort of cost we'd be looking at for this? The bathroom is on the second story of a 1970's house, and its quite a small window - it probably used to be in a separate toilet before it was knocked together with the bathroom. The house has a flat roof, brick built side passage on the side where the window is, so I'm not sure whether scaffolding would be able to be put up, or is it possible to do all the work from the inside? Also, would anyone know whether a) what the vendor did is building regs compliance, and b) whether we would need to get building regs to brick up the window. Thank you for your help.

You don't need any regs but you will need a scaffold or access tower on top of your brick passageway as you will have to tooth out rebuild and repoint the brickwork where you are removing the window and it won't look nice if you do it from the inside. Expect to pay somewhere around a grand hope this helps
