putting 200 X 100 pavors onto a concrete driveway

I have a tatty but solild concrete driveway that slopes just right for the water to run off. I want to cover it with 200 X 100 pavors. All the quotes I have got involve smashing the concrete, digging out and then several layers before setting the pavors into sand. Can I just lay them into 30 mm or so of mortar on top of the concrete?
