Crumbling plaster in Kitchen

Hi, I live in a 1960's property that is now showing signs of it's age, especially in the kitchen where the plaster on the walls is bubbling the surface paint finish. It has been suggested to me by a builder that the walls would improve with a light skim of plaster and then a re-paint...Is this something that you would recommend for this problem or is there another solution? Many thanks for taking the time to read this question, I am looking forward to reading your solutions and would be ready to hire a trades person to complete this job asap.

If the wall is in good condition it would just require a skim coat. However, If it appears to be loose in some areas then those parts of the wall should be hacked out and patched up before the whole wall is skimmed. It will cost a little bit more but it will make your wall sturdy :) Lets just hope the whole wall isn't crumbling away other wise it will all have to be taken down and re-plastered which can cost ALOT more!
