Can the height of a staircase be altered?

Hi, I want to buy a 6 kite Winder type staircase but the total height is 2600 I only have 2300 in height. would it be possible to shorten the stair case by removing a top step?
Are you a tradesperson and able to answer this question?

If you remove the top Step it would reduce the height but also the going length. It would be easier to contact a staircase maker and have 1 made
