Do I need a planning permission to replace two Velux windows in our loft room?

Hi, We need to replace our 2 old Velux windows in our loft but some sites say we need a building permission for that and a certificate from a registered builder. Is that true? We were hoping to just pay a builder to replace them without having to apply for planning permission. Our builder isn't Fensa registered. Thanks! MJ

All replacement windows including roof lights need to either be done by someone registered with a competent person scheme or with labc.
