Is it law to have a stop cock inside your house

I was wondering if it is compulsary to have a stop cock inside my house as i did have one in my kitchen but someone moved it to the outside of my house as it wasent working is this ok

I always thought the stop cock had to be installed straight after where the water enters a property usually under the kitchen sink. Although building regs have changed over the years so many older property's often do not, I've actually worked on properties with no stop cock and had to shut off via the outside mains.

The water bye-laws ( bye-law 63 ) simply state that every premises should have a stopvalve ( whether inside or outside the premises ) to which the householder has free access.
An inside stopvalve is always a good thing, however.
