ideal boiler icos he12 in our for 3 bed town house 8 x 6 years old ? 2 bedrooms are always cold builder said if wrong boiler installed the will pay for replacement boiler.

What you need to do is size all the rooms and ceiling heights , make a note of construction and windows and calculate the heat requirements. A good heating engineer can do this for you - contact me if required.
A short cut way but not correct is to find the heat output of your radiators fitted and simply see if the boiler output is ok. A 12kw boiler is normally used on very small apartments and underfloor heating. We would not install one for a normal town house.

Maybe just system is not balanced properly. 12kw should be enough for 80m² property.
