Do I need a sprinkler system installed over the entire house for a 4th floor loft?

Our house is 3 floors. It has the utility and two bedrooms on the ground floor, the kitchen and living on the first floor and two bedrooms and two bathrooms on the second floor. We want to do a loft conversion. The floor of the loft would be 7.8 m from the ground. According to current building regs - any loft conversion where the floor of the loft is above 7.5 m, needs to have a sprinkler system to successfully get a completion certificate. Does the sprinkler system need to be over the entire house ? Or will it do to just have it in the kitchen and hallways leading down and out of the house. Also can we get away with no sprinkler system if we have egress windows, a smoke alarm on every room, heat detector in the kitchen etc. All a lot cheaper than a sprinkler system?

We recently completed a loft conversion in Finsbury park this was a 3 story property new loft making 4 story and building control insisted on us installing a sprinkler system throughout the property Hope this helps Lee
