Flat roof lob sided and water has no where to run off

Wonder if anyone can help give me some advice please I had a flat roof done in June last year it came with a 10 year guarantee, just a month after the job was done some of the edges started to lift and when it rains the water has no where to run off it just pools at one side ( they also did all new wood work etc ). It looks like it's either sunk or they have messed up with the wood work and not built it up enough to the water can run off it. The roofer did come and look at it in July and said he would have to redo the whole roof again he really was not happy but said he would be back after 4 weeks due to being so busy. End of September I contacted him again and he said he would be out within 2 weeks. He's still not been I've spoken to him on the phone and explained that I was not happy with keep having to chance him up and now the roof is going green. He said I could have a refund on the roof but would have to wait until April for it?? Anyone any idea why as all he keeps saying is he needs to speak to his accountant first. Now he won't answer any of my calls all I want is my roof fixed I think I've been fair with him. Any ideas how to go forward with this will be appreciated
