Cold Bay Window - New UPVC Double Glazed

Hi, I had new UPVC windows fitted in September 2013 and have been complaining to the installer about the cold in one bay ever since. There is no draught but the room is freezing when it hadn't been cold prior to the replacement being carried out. This weekend I stripped the paper under the bay window to see whether there was any damage behind the paper to cause heat to be lost etc and found that there was a gap of 1cm under the internal cill fitted by the window installer partly sealed with silicon and wall paper. Is this normal? Surely there should be some kind of filler to prevent heat loss etc?

Should have expanding foam for insulation and the outer side covered by trim and silicone or sand/ cement pointed
