Replacing skirting board which houses radiator pipes

We've just bought a house (built circa 1926)which has rather ugly skirting boards. On closer inspection, we realised these house the pipes for the radiators downstairs. I can only presume that when the central heading was installed, they didn't want to rip up the nice parquet flooring (which we also found under the carpets). My questions are: - is it possible to replace these skirting boards with some other, more classic looking ones, whilst still housing the pipes? If so - who would do such work? - Is this permitted these days? - are there any other suggestions anyone can make? Thank you

That shouldn't be a problem, get your carpenter round to have a look before he starts work. It is certainly permitted. As long as there is space in between the pipes for your carpenter to fix new skirting then it shouldn't be a problem. Replacing the old skirting with slightly larger new skirting might help. Alternatively you could get a plumber to inspect the pipes first. If you are doing building work throughout the house it might be possible to re-route these pipes and might not be as expensive as you think? Result with the parquet flooring.
