Compensation for local authority covering air vents

WE purchased a ground floor flat at auction and now discovered that all of the joists have rotted and have woodworm . Over the years it appears that the local authority have resurfaced the pavement directly outside the flat but they've done so to such an extent that the air vents are almost entirely covered over [ 80% ] . Would we have grounds for compensation as we have replaced every joist , flooring and skirting boards ?

Would not think so as you never owned the property when the local council did the paving, also a surveyors report would have brought this to your attention before you bought the Flat
