whats the best way to take down lining paper thats been painted over?

Lightly score the wallpaper with your scraper just hard enough to get behind wallpaper but not hard enough to damage your plaster...apply warm soapy water to your wallpaper,give time to soak in then repeat..this should give time for soapy water to get to glue and break it down.Also another good tip is to use fabric conditioner rather than soapy water this helps on really stubborn wallpaper.

Hi, The best way in removing the lining paper is by putting a little sugar soap powder into a bucket of water, and apply the liquid using a sponge direct onto the walls and / or ceiling. Then once all the areas for removal have been covered, and left for around 10 minutes to soak thoroughly, use a filling knife to remove the paper. You may need to resoak some stubborn areas. You can use / hire paint steamers, but they do have a tendancy to crack plaster. For little to no cost, the above is an excellent solution. Anything else that I can help you with, feel free to ask. you can buy a spiked roller to break up the surface of the paper then use a steam stripper, the spiked roller allows the steam to penatrate the paper
