Paint blistering on bedroom wall - what more can I do to prevent this?

I recently have finished decorating and replastering a bedroom - I have a problem area underneath a window which isn't damp but does seem to get wet and causes paint internally to blister. I have waterproofed externally and painted damp paint on internally before painting but I am still having the same problems. Any ideas?

sounds like condensation ,condensation is wet to the touch ,hope this helps
