Lining paper first? Or paint only?

Hi I am looking to redecorate a house I have just moved into. None of the walls in the house have wallpaper or lining paper, they are all painted. I was planning to simply paint over the existing paint. If so, would there be anything I needed to do to the walls first such as washing them down? There are a few cracks to the walls around the house so I have heard that it'd be better to hang lining paper on the walls first and then paint over that. Are there any other benefits of doing this? Is it true it can help make a room warmer and absorb sound so the rooms are less echo-y? If I do choose lining paper can I hang that straight over the existing paint? Thank you for any advice!
