1979 loft conversion with building regs approval, can I update to current regs?

I'm buying a mid terrace with a loft conversion with a dormer. I contacted the local authority & got the paperwork that said building regs approval was granted. It's got all the paperwork it needed in 79, but doesn't have a completion certificate because the council didn't issue them until 1989. The documents say that a loft conversion company carried out the work, so the resident didn't just pop up there one Sunday and decide to change it. Upon viewing, it looks pretty good, has stairs up, a little landing and a door to the room. The room has a toilet cubicle and then across the other side it has a small shower room. It looks pretty good. I've had building survey done and insulation is adequate. So, my question is, trying to imagine the glass is half full and the work has been done well, could I update this conversion to current standards? In particular, I would like to replace the staircase because it's a bit worn. If the steels, etc are in correctly, can I just do the other work that needs doing to bring it up to today's standards and will this cost less than a full conversion? And will I get a building control approvals / completion certificate?
