Can I use blue grit on top of wall paper ?

Not a chance.... the water in the mix will activate the paper and will never stick

Would not be able to go over paper as will bubble and fall off. Only way is to strip all wallpaper and give a good PVA, if wallpaper on wall blue grit isn't needed. Holes filled with bonding then plaster over with good reasonable amount.
