water coming in window frame and wall above windows

For13 years I've had water coming in the wall above my Windows and through the window frames.my housing replaced the Windows but the frames leak too and the roofs been redone brickwork repointed and weatherproofed this is still happening how can I solve it as I'm at my wits end I have 3 jointed steel Intel's is this the issue

Chances are you have no cavity trays installed and the water is dripping down the cavity through your lintel.
