Artex and tiles containing asbestos. How to make it safe?

Good morning, from a survey report it came out that the artex in the ceiling and floor tiles in my flat contain Chrysotile. The artex is just few millimiters deep (probably 3-4 max). Would it be safe to apply 2 layers of plasterboards and skim it? Would this reduce the risk of fibres released in the air? The floor tiles are mainly covered by laminated floor. Only in 2 cupboard, these are covered by carpet. Would it make it safer to replace the carpet with a more sealing material in order to avoid any fibre release? A sheet of vinyl would be enough? Thank you in advance

Hi I cannot answer the question about the tiles but the artexed ceiling will definitely reduce the risk of letting fibres into the air, you would basically be sealing the ceiling by fibre taping the joints in the board and then plastering the whole ceiling making it one full smooth ceiling.
