whats happened to my wall after damp proofing?

i had my conservatory wall re-plastered last october due to damp. i also had the wall treated with dampproof injections into the brick. i was told to leave the wall for 10 weeks before painting. i have now 14 weeks on just newly painted the wall with new plaster paint and something is very wrong with it. can anybody please advise me what it is and what to do? thanks mrs cooke.
