How old is your house? Is it cavity wall? Is the wall an external wall or a party wall? What type of floor do you have at ground level?

I would suspect that this is the remnants of the damage caused by the damaged roof. In lots of instances, especially around the chimney breast wall you will find salt damp. Is there an active fuel source, or has it been bricked/boarded up? Has the chimney been capped off if so? Its really important that you get the correct advice and diagnosis here, because the treatment will vary in type and cost. It's unlikely to be Rising Damp, I'd suspect that the moisture within that are is likely to be coming down not up. If you have any more details, pictures, then please feel free to post.
