We purchased flat and on completion I visited and turned off the heating (as it was on 24/7 constant mode!) I also switched off the boiler.
When we moved in a week later, our Valliant EcoTech was showing a zero pressure. We topped up the water to a reasonable level and and got the central heating working. Next day we've looked at it again and pressure has dropped again to 0 so heating wont work unless we top it up again. Having read up a little, this suggests that there is a leak somewhere in the system. Sure enough, in the bathroom there is a towel rail which drips at the bottom. only for a short time though. The towel rail doesnt heat up however now ( and it did before). Does anyone know what we should do to fix this?

The leak on the towel rail need fixing asap. Introducing fresh water into the system every few days when topping up will do damage to the radiators and the boiler. Have the leak repaired and have the plumber install inhibitor into the system to prevent further damage and also to keep the system clean and as efficient as possible.
A new radiator valve (if that's where it's leaking from) will set you back around £70 fitted, including re-pressurising the system afterwards. Inhibitor will cost another £20-30 on top of this, so all in all not a bank-breaker, and well worth it.

Fix the leak and pressure the system up it will be fine
It may be as simple as a quarter turn on a compression nut but often towel radiators rust through meaning you will need to replace it
You need a Gas Man to come and pump up your Expansion Vessel with 1 bar of air (with a Foot Pum0)
make sure he knows what he is doing!
Expansion Vessel will NOT be Split.
It just needs pumping up with Air
Change the PRV Valve as well.
If the Gas Man Does not have a Foot Pump you have hired the Wrong Guy.
This will fix it.
Don't listen to any Rubbish about Changing the Boiler Because the Expansion Vessel is Split it just needs Pumping up with Air

two things to take into consideration.
how bad the leak is on the towel rail to make the pressure go down overnight.if its only a trickle i would also look at the over flow pipe for the boiler which should be located outside on the other side of the wall on which the boiler is hung.
as far as how to repair the leak depends where abouts its leaking from
