Would like a convert a second floor attic style room into 2 bedrooms

We are going to buy a end of terrace house. It has a partial double storey extension to the right of the house. The reason I say partial is because the second floor has not been levelled with the existing structure of the original house. If the second floor extension was to mirror the original structure we would have room for two additional bedrooms. Could someone tell me if this is possible and how much we are talking about to pull this off ?
