How best to deal with rotten joists?

We have just bought our first home and have just pulled up the tiles (and the ply board underneath) in the downstairs reception rooms. We then pulled up one floorboard, exposing the joists, to get some electrical work sorted. In doing this we can see a bit of rot on one of the exposed joists. Would this be indicative of a bigger problem. The house is a 1930s build. It's probably also worth mentioning that there are no air vents under the house at the back and the vent at the front is covered by timber decking. Would removing the decking be enough to stop any further issues? Or should we really pull up all the floorboards and get every joist looked at?

An inspection is highly recommended. If the joist is badly damaged it has to be replaced. However, if the damage is very little and there is still a lot of strength in the timber, it can be treated with Wet Rot and wood filler.
