Next door has build a hugh loft conversion with a very big bedroom onthe loft with a 3 door glass patio doors which look straight into our kitchen,had had no planning from the council.we will be able to look into there bedroom now,this cannot be allowed or can it?

No this is not allowed, he needs plaining permission, thats a must, the over looking, is also a concern they is regulations, one more thing party wall agreements, from either side.
