Any drain should never be paved over. Who ever did your paving should have put a secret manhole in which is basically a steel tray which sits over the drain/manhole which allows you to pave inside it but still leaving access to your drains. If there's a smell and water coming through the area concerned you clearly have a problem. If the work was done recently I would advise you get the contractor back out immediately to rectify the problem as with any drainage issues it will only get worse. Feel free to call me regarding any issues or advice you need, or to resolve your problem should you not be able to get the contractor back out to amend the job he/she done. Hope this helps.

I presume you mean that the contractor has put a new recessed lid in and paved in it if so you will need a sealed lid which can be bought and costs a bit more but will stop smells if he has paved over lid it could be the lid has collapsed or cracked and is letting up smell from foul contractor needs to take up paving or lid to solve problem
