Re-wiring carried out installation certificate or condition certificate

Hi All An electrician friend of us carried out our whole house re-wire - he mentioned he is not registered but can get us the installation compliance certificate - after 5 years on and many requests he sent a registered electrician to do testing on circuits - he supplied us an inspection certificate (comlying with BS 7671) however, this is not the installation certificate -should we feel satisfied with this? Is this enough to satisfy other i.e. if we wanted to sell the house?

You do not require (in Scotland) a certificate to sell your house. The electrician however should have tested and issued certificates when the rewire happened-poor show IMO.
The EICR (electrical installation condition report) if deemed satisfactory, will definitely cover your house if the person carrying out the works is competent.
A domestic installation should be tested at least every ten years or on change of occupancy (if letting out.) A competent electrician will recommend when the install should be tested again- this should be on your certificate. Any additional works should be certified with minor works or installation cert depending on the work carried out.
Some local authorities do ask that test and inspection be carried out by an Approved Electrician or persons under the body of NICEIC/Select to prove it has been tested by competent persons so worth checking too.
