does landlord have to fit a chimney flue liner?

My daughter lives in a rented house, she has been told not to use the gas fire because their is no liner in the flue, the previous tenant used the fire, does the landlord have to fit a steel liner or not , does the gas fire need a liner, when l removed my inset gas fire their wasn't a liner, bit confused about the regs regarding flue liners for coal effect gas fires...any ideas anyone....

The landlord has duty of care to his Tennant
as such they must make sure that any gas appliances are safe and carry a current gas safe certificate. This needs to be renewed annually
