odd radiator system favours hot water over heating

After moving into our new home I noticed a problem with the gas central heating system. I had the boiler serviced and it was ok. I was told though that being ex services quarters my property's heating system favours the hot water over the radiators . This leads to stone cold rads but boiling hot water. We have bled rads, replaced 1 and introduced a cleaner. The rads upstairs are hot the pump runs and the pipes very hot. Any tips apart from replacing whole system? I was told I can replace the clock and rewire it to do rads first. Is this safe? Thanks.

this cant be answered online need visit for investigation and to check what type of system and control is used in your house and to check fault in your control devices.
