Victorian fireplace is damp in house I am buying

Hi. We are buying a victorian house that has some dampness. We have noticed some on the wall in the kitchen and we relised that it is from the chimney. We asked the owner if he is willing to cap them all and he said that he has when he recently refurbished the house. I am wondering if the chimney's have been capped why is there this mark on the wall? The owner's answer to that was that this is residue water that is already inside. It just needs to dry out. Could this be true? How could we find out? If it isn't true how much would it cost to cap a chimney fully? Thank you in advance for your help,

Hi, Nine times out of ten the Lead has perished around the chimney and would need addressing Either the Lead soakers,Back Gutter or Step Flashings Cheers
