Can I block up drain pipes on outside of house?

hi, any idea if i can block these up i have 5 of them down the side of my house which is on the end of a terrace of 5 houses, they are 5 drain looking pipes sticking out the bottom of the wall we are having a vermin problem and want to block any access they may have, thanks in advance

Are they all together or are they spaced out. Is it a old terrace or mordernish. These could have been service pipes for the terraces if they are old.
