House has been rewired but have received no certification

We had a Full House rewire in 2012, by a registered electrician. After the work was done he told us he would post the paperwork to us ,well nearly 3 years later we are still waiting. When we did manage to get hold of him he told us to send a Picture of the consumer unit as he couldn't remember which one it was :( . Since then Nothing, just can not get hold of him.He wasn't a cowboy as (well hope not) does/did a lot of schools & work places as well as Domestic Electrics . Just stumped as to know is there Paperwork (sign off) that we need :(

Hi,
First. The work completed by your "electrician" requires building control notification. First make sure that your work was completed legally, it is a criminal offence (since 2005) for any notifiable work not to be notified. If done legally you would have received a letter from the "electricians" competence scheme holder (e.g. NICEIC, ELECSA) informing you that the work had been notified.
My advice is to check with the "electrician" if he has done the work legally i.e. he has notified local building control. If not, you can report him to local building control. You may be able to lever a full refund from him/her just with the threat of reporting. If he doesn't reply to you look for him here

Second, in reality, being a registered electrician is not proof of competence, but you have to meet certain standards and there is areas of redress for consumers using a registered electrican. Not being registered is a huge red light, as you take them on their word alone, big mistake.
Get your house checked over by an INSPECTOR, make sure they have the FULL inspection qualifications, either 2391 or both 2394 and 2395

There is a full installation certificate required from your electrician and a compliance certificate from his governing body. the job would have been required to be notified within 3 weeks to his governing body or cannot be registered.
If he is not a cowboy as you say then you can report your problem to his governing body who should be more than happy to intervene on your behalf. If you do not know which body he is registered with then try the registered competent person electrical register and if he is not a cowboy he will be on this and the scheme he is on will be shown with his details.
