Whats the best method of getting lime mortar out of brickwork that is solid, customer dosent want me to use a grinder and would like it done by hand.
Are you a tradesperson and able to answer this question?

Use a lump hammer and a plugging chisel. (and a lot of elbow grease)

its the wrong time of the year to be re-pointing with lime mortar. this is a spring /summer job. if it proper lime mortar it shouldn't be that hard to remove.

You are doing this repoint at the wrong time of year chap.
I assume you are replacing like for like with an NHL? If so you should really wait for spring as you shouldn't be using lime unless its 5 degrees and rising! Plus it needs covering for around 72 days until it develops moderate frost resistance so you could be in for a difficult job!!
The customer is right about the grinder too, you need to rake out using tungsten tipped chisels. Have a look at harbro supplies, they have some good stuff.
