My mums new electric boiler is only producing tepid water

My mum had a new electric boiler fitted (no gas supply to property) after the old boiler had a crack and was replaced, the next day it was producing warm/tepid water, too cold for a bath, shower is electric and runs separately so that's nice and hot. The plumber returned and couldn't find a fault so said he would send his electrician friend round to check electrics, this didn't happen and the plumber won't answer his phone to us. We don't want to get someone else to have a look as it might breech the warranty (which we haven't received and wasn't given a receipt for the boiler or an invoice which my mum asked for and was told he would email it). 1) what could be causing the water to be tepid? 2)should we get an electrician or plumber to have a look? Thanks

Dear Gavbo If a Water instant heater was installed, most probably won't be able to heat enough water for a bathtub. You should check the new appliance power capability. The best solution could be the installation of a cylinder, energized by two heating element, this could solve the problem for water demand, but it could be quiet expensive to run, unless in Economy 7 with the Electricity supplier.
