Legal rights for bad advice

Just had a boiler fitted in the loft on the fitters advice however because we have a gas meter we need to go in the loft to reignite the boiler but there are no ladders, lights or access. The fitter knew we had a gas meter so still fitted it in the roof space and won't remove it to an access able room due to costs. What are my rights as this surely does not conform to health and safety ie inspections etc and he advised me to fit it there.

Cant you just make sure you have put money on your card??? Its not the gas fitters problem you don't keep card topped up. But you have a valid point regarding inspecting and servicing.
